I.  Administration of Social Services:

1.  The County should hire a qualified social worker to interface between various institutions encountering those in need.  This would include medical facilities, schools, and social service agencies.

2.  The County should create a single point of contact for information and referral for Wise County citizens.

3.  The County should create a volunteer center to match those in need of assistance with interested individuals.

4.  The County should support and encourage maintenance and wide-spread distribution of the Wise County resource directory now available on the united way website.

5.  The County should encourage county government to employ a full-time grant writer.

II.  Services to the Indigent:

1.  The County should support W.A.R.M. in expanding services and hiring a full-time director.

2.  The County should work with the Wise County medical health forum in providing care for the uninsured and underinsured.

3.  The County should make available a shelter for the homeless, possibly in conjunction with an expanded W.A.R.M.

III. Services to Children:

1.  The County should create a child advocacy center, combining the services of DFPS and law enforcement with counseling and medical services.

IV. Services to the Elderly:

1.  The County should encourage volunteer guardianship organizations to establish groups in Wise County.

2.  The County should reinstate a fully-staffed office of adult protection services.

V.  Miscellaneous:

1.  The County should continue and increase as necessary support for nonprofits such as casa, domestic violence task force, star council and other service organizations that may develop in response to need.

2.  The County should work with the American Red Cross to establish their permanent presence in Wise County

3.  The County should work toward a proactive drug and alcohol council affiliated with the Texas commission on drug and alcohol abuse

4.  The County should, working through the transportation subcommittee, seek to provide public transportation throughout Wise County.

5.  Working through the housing subcommittee, the County should seek to provide adequate low-cost housing in Wise County.

V.  Other Issues

1.  Desalination options for saltwater from injection wells should be explored to determine the need to mitigate the potential issues related to accidents and leaks.
